Definitions:
Preschool child care cost burden refers to the median cost of care for children ages 3-5 as a percentage of median household income in the past year for families with children under five.
Preschool child care cost estimate refers to any full day child care option that families need to use if their child doesn't receive publicly funded early care education (such as Pre-K, 3-K, or vouchers). The preschool child care cost is estimated by using the New York State Office of Children and Family Services weekly child care market rates for children ages 3 – 5 years old in center based (licensed or registered day care centers) and home based (registered family day care, licensed group family day care) settings. We used weekly rates for Preschool aged children (3-5) and annualized them across both settings. Informal childcare is not included.
Median income estimates are for married couples, single parent families, and all families with children under the age of five.

Child Care Market Rates for NYC counties are based on a telephone survey of random licensed and registered childcare providers across the state. In 2018, they represented the 69th percentile of survey responses for counties in NYS, while in 2022 market rates for child care assistance were increased to the 80th percentile which is reflected in the most recent survey.
Child care rates are defined for individual age groups: infants, toddlers, 3-5-years-old; school age children in different types of settings. For our analysis of preschool aged children, we used weekly rates for children ages 3 to 5 and annualized them for center based (licensed or registered day care centers) and home based (registered family day care, licensed group family day care) settings.
These data are estimates based on sample size of approximately 15K families' and should be interpreted with caution. These estimates do not account for families who have more than one child under the age of 5.
